A Quick Primer on Local Law 152

Local Law 152, enacted in 2016, requires periodic inspections of gas piping systems by a Licensed Master Plumber (LMP) or supervised personnel. The goal: reduce the risk of leaks and unsafe conditions in residential and commercial buildings. Owners must file a certification with the NYC Department of Buildings (DOB) after each inspection.

While that basic structure remains the same, the rules governing how inspections are performed and reported were significantly updated in January and February 2026.

Local Law 142 of 2025: New Requirements for Inspectors and Utilities

Several new standards affect who can perform inspections and what documentation utilities must provide:

  • Stricter inspector credentials. Anyone performing LL152 inspections under an LMP must now hold a DOB-issued Journeyman Plumber Registration and complete a DOB-approved training program.   • Mandatory 2-day DOB notification. Inspection teams must notify the DOB at least two days before any inspection using the 2-Day Notification system.
  • Violations require both payment and certification. To clear an LL152 violation, owners must pay the civil penalty and submit a certification of inspection.

Penalty Waivers May Be Available

Building owners can request a waiver of civil penalties under 1 RCNY §103-10(h). You must submit a waiver request form and documentation to LL152Waiver@buildings.nyc.gov and include the property address, BIN, and violation number. If you do not receive a response within 10 business days, follow up at the same address.

Upcoming Filing Fees (Later in 2026)

The DOB has clarified that new filing fees will begin once LL152 certifications transition into DOB NOW: Safety later this year. Expected fees include:

  • $35 – Certification of periodic gas piping inspection
  • $35 – Extension requests
  • $35 – Certification of correction
  • $375 – Certification of no gas piping system
  • $480 – Documentation of no gas service

The higher fees for no-gas certifications reflect their more detailed processing requirements.
